Empty VAST Tag

I have the enterprise plan and I'd like to know if we receive an empty VAST does it counts as an ad impression?

Because we implemented a pre roll in our player and when we don't have any video to show the ad server send an empty vast xml like this:

<VAST version="2.0"></VAST>

For us is very important to know that because we don't want to lose ad impressions included in our plan for an empty VAST XML.

Please if you can give me more information about this would be greatly appreciated.

I believe we only count an impression of onAdImpression fires successfully without error.
