Best way to provide multi audio video to wide audience ?

Hello all,
Our team would like to provide multi audio channel video with english, russian, spanish audio and one video with seekable video to our users, but we would like to know what would be the best way to do it in 2017 ?
Which codec to use, which process to use to transcode a simple mp4 video with multiple audio ?
