skipoffset via VAST 3.0

I want to configure ad skipping. When I set option advertising.skipoffset (like here https://support.jwplayer.com/customer/portal/articles/1433818-configuring-ad-skipping#fndtn-code) and use advertising.tag for vast xml, everything ok - skipoffset from vast xml supercedes advertising.skipoffset option, but if I use tag inside advertising.schedule adbreak, skipoffset always gets value from advertising.skipoffset option and not from vast xml
Is there way to correctly set default skipoffset value for adbreak, but supercede it, if skipoffset set in vast xml?

If you set up your ad schedule according to the instructions here:

https://support.jwplayer.com/customer/portal/articles/1432024#fndtn-code

you should be setting skipoffset within each ad break. Would you have a link where I could look at your setup?
