Player error on Android apps

As i understand the reason of problem: Jwplayer cant get access to LocalStorage.
How can i fix it?

Are you a developer for the VK team? If not, you won’t be able to change it. You should contact VK and ask them to submit a bug report. But you are right, they didn’t enable LocalStorage on their WebView.
