how to make startparam value * 1000 ?

i mean when i'm seeking the video to 05:00 .. i want startparam value 300000 not 300

When using pseudo-streaming, the startparam value would be defined in seconds, so the proper value would be 300. Do you mind if i ask why you are trying to multiply it by 1,000?
