Static VAST - Show disclaimer instead of Ads

Hello,
is it possible to show a disclaimer video instead of an ads video using "static VAST"? The disclaimer video should be not skippable and the real video should start only after click to an "Accept" button.
Otherwise, is there a better way to do this?

Ads are meant to be completed, with content starting afterwards. Taking this into consideration, you will not be able to have someone to force accept to initiate playback, though you could do something like our age gate:
