How to set a skippable preroll video ads?

We are using Google's DFP. When we configure Ad Skipping of our preroll video ads, we had a problem.

If we set client as 'vast', the preroll video ads can be skipped, but the ads didn't show up often, the fill rate is lower than 5%, most of the time we can only see the message "loading ads", but there is no ads displaying.
If we set client as 'googima', the preroll video ads display normally, but it cannot be skipped.

We need display a skippable preroll, Could you please help us to fix the issue? By the way, we use a third party ads tag.

It says here:

"Please note that this option is configurable for VAST only and not Google IMA."

You would need to enable skipping in your Google DFP dashboard. Please note that skippable Google ad tags will not work on mobile devices.

@Todd

And so, if you enable this in DFP will it then hook into the JW skipping configuration - in terms of configuring offset time and message - or is it completely driven from the DFP dash?

No, we still do not have control over the skip offset or message when the ad is set as skippable on the DFP side, but at least Google will make the skip button appear.
